Reservists will be Called for Practice

1The Russian government issued a decree number 964, which determines the frequency of training sessions  for “partisans”. In the document, they are referred to as training sessions necessary to maintain the appropriate military skills of the reservists.

New conscripts march as they depart from Russia's Siberian city of BarnaulThe comments, posted on the website of the Cabinet of Ministers, say : “Currently, regulations do not allow to attract reservists to participate in training sessions according to the plans of combat training of units (military units) as they hold full-time military posts which reservists should fill in wartime.

3Changes, approved by the decree, will allow us to call reservists for monthly training sessions to maintain the required level of their individual skills.”

It should be specified that it is not about all citizens in reserve, but only about people who voluntarily joined the professional mobilization reserve. The law establishing it came into force on January 1, 2013. Also general rules for the formation of a second front for the Russian army and other security agencies are created. And all details of this process are listed in terms of mobilization plan of the General Staff.

4Many sections of the document, such as the one which refers to the total number of reservists, have a security classification. But military leaders do not hide information on voluntary affiliation of “partisans” in the replacement troops. Before signing a contract with the Ministry of Defence, people must know which additional service they should conduct in the Army periodically, and how it will be measured in rubles. The same applies to the conditions of combining military and civilian duties of the reservist, and other nuances of their peaceful and at the same time “partisan” life.

1The General Staff plan has the answers to all these questions, and the military men have already shared with some public information with the future soldiers of the second front. For example, we know that each volunteer reservist will be used in the army according to his military specialty and will systematically be called for meetings and military trainings. During this time which a person spends in reserve he will be paid a monthly salary, locality pay, markup percentage for inactivity. In addition, when concluding a new contract a full-time “partisan” should get a grant.

Before implementing a new system for the mobilization for the whole army the generals decided to test it infantry brigades of the Army. They will do it in two stages. There was an information that during the first stage – in 2013 – the number of reservists in the armed forces will be increased up to 5,000 people. And during the second one- from January 2015 – the “partisan” army will be increased up to 8,600 people. In other words, the General Staff hopes that before the New Year holidays the armed forces will have at hand at least one professional team of reservists. And a year later – two units of them.

Generals can use the aid of full-time “partisans” not only during the war and military exercises, but also for disaster management.

The Internet on the battlefield

2Russian Defence Ministry intends to urgently overcome the gap to the Western armies in the field of communication.

2Electronic tablet in the next few years will be a must-have outfit of the Russian soldier, and communications in the Russian army will not be inferior to foreign ones. A video conference has already started to be used to control the ships of the Russian Navy. The Office of Communications Ministry of Defence about his plans.

The acting head of the main Communications division of the Armed Forces of Russia , Major General Khalil Arslanov told reporters about the pace at which the army is now equipped with the latest electronic means.

Thus, the general said, the Defence Ministry is now working on equipping the military units with Internet access means.

2He noted that computers are connected to the Internet at a number of facilities of the Defence Ministry, with special attention paid to compliance with safety requirements.

Arslanov also admitted that it is now difficult to find soldiers, including conscripts, who did not have a personal mobile phone. “At least 80 % of them use the phones that have the ability to connect to the Internet,” – he said.

The developed set of “equipment of XXI century fighter” will include a new radio station, of the sixth generation, as well as an electronic tablet.

“This kit provides soldier navigation, orientation, target designation, management of firepower and also increases his combat capabilities, improving survivability and mobility in the battlefield . “

3“The kit includes a new generation of radio communications and military-oriented electronic tablet, alias tactical terminal” – added acting head of the main Communications division.

This tablet is designed to automate the management solutions, applied computational problems as well as problems of navigation and orienteering using a digital magnetic compass and GLONASS/GPS receiver.

Arslanov expressed regret that he could not provide more detailed information about this, because the “work to create a unified system of control of troops in battlefield operations is not yet completed and the information about its results should not be broadcast.”

1By 2020, according to the general, more than two thousand control points and other facilities of the Defence Ministry will be equipped with digital telecommunications means.

Arslanov said that with the installation of new equipment ” the user is provided the necessary services – open and closed high-quality telephone service, access to the computerized control system, exchange system of electronic correspondence, and additional features: carrying audio and video conferences, access to global information resources (access to Internet).”

Air Assault Forces Got Three More Brigade

1Assault force which is not only an independent military branch but also the Supreme Commander reserve, is increasing its combat strength.

Three more organic divisions are added to Air Assault Forces. According to the decree of the Russian President air assault brigades, located in Ussuriysk, Ulan -Ude (Eastern Military District) and Kamyshin (Southern Military District), are transferred from Army Forces to Air Assault Forces. The relevant directive of the General Staff Head is sent to staff headquarters.

1“On December 1 the new divisions, which were added to Air Assault Forces, should begin the new year in accordance with the military training program of Air Assault Forces”, said the commander of “Blue berets” Colonel-General Vladimir Shamanov.

1Before that complex commissions of Air Assault Forces will work at these “new” divisions. Their mission is to check the condition of the weapons, equipment, means of landing, barracks and housing facilities. In other words, Shamanov and his generals want to know in advance what they got and what should be done to bring it into conformity to the specific requirements of Air Assault Forces. And after the formal ceremony of receiving and transferring, an old dream of Air Assault Forces commander will be realized – to focus all airborne units and formations of the Russian army under a single management. They will act in the interests of national defense under a single operational plan.

Earlier, Vladimir Shamanov explained the feasibility of these arrangements by the need to “keep under a single management all airborne and air assault units which as a mobile reserve of the High Command and the basis of rapid reaction forces would operate under a single operational plan in the interests of the national defence”.

OLYMPUS DIGITAL CAMERA“Naturally, with the transferring of these three teams from the Army we will solve all the problems of their training, recruitment, all-out support and tactical employment according to our plans”, added the Commander.

Then Shaman said other important news. According to the Secretary of Defense approved the concept of the Airborne Troops, until the end of 2016 they will form part of another separate assault brigade stationed in Voronezh.

1“This division is numbered 345 in honor of the legendary 345- Bagram parachute regiment”, said Shamanov. “Like other units of our troops , without taking into account the 31th Brigade of Ulyanovsk , 80% of 345 Air Assault Brigade will be staffed by contract soldiers and 20% (support units ) – by conscripts”, he informed . It is early to speak on brigade staff: it is still specified by us and the General Staff, but even judging only by the name of the unit, we can say that in addition to other combat units it will include at least two assault combat battalions”.

Sport Squadrons: to be Continued

1The Ministry of Defence reported that during the autumn conscription recruitment of young people in the sport squadrons will be continued. In particular on October 14, 2013 the call in the sport squadron of the Southern Military District, which is located in Rostov-on –Don begins. It is expected that this military unit of the Ministry of Defence will be supplemented by more than about fifty young Russians (aged 18 to 27 years).

1Rostov sport squadron itself was formed in the summer of 2013, and at this stage it includes five people already. It should be noted that each of the five new recruits is a master of sports, and two of them have the title of International Master of Sports.

1According to the head of the military department, military recruits which will be sent for service in sport squadron of the Southern Military District can only be winners of international competitions .The autumn conscription will add 94 more recruits to the sport squadron of the Central Military District. All of them represent Olympic sports (both summer and winter). Nine of the 94 recruits have the title of International Master of Sports, more than 60 people – master of sports and Candidate in masters of sport. Almost all of them are representatives of the Olympic reserve.

1It should be noted that except the Ministry of Defence the country’s Ministry of Sport is also responsible for the preparation of these guys in a certain way. In particular, sportswear and sports equipment will be allocated by the Ministry of Sport. Moreover the diet of the sport squadron soldiers should be different from the usual diet of the soldiers of the Russian army.

According to the adviser to the Minister of Defence Mariya Kitaeva these soldiers will be provided special barracks, where there is everything for full-fledged sports training. According to representatives of the Ministry of Defence, the service of these men, meanwhile, will not be exclusively related to the preparation for the next sporting event. All kinds of normal military training are also provided: from military training exercises to combat equipment and small arms usage.

People who served in sports battalions (in Soviet times also) say that such military service does not prevent them from developing their professional athletic skills, and they also have good results in the All-Army training. And there are many examples.

1Popular hockey player Vladislav Tretiak told about the benefits of sport squadron. Vladislav said that in recent years many young talented athletes have temptation to act in sport events for other countries with the aim not to serve in the Russian Army. To avoid such temptations, Tretiak considers the restoration of sport squadrons is appropriate, remembering that he himself served in a sport squadron and it only helped him to achieve great results.

It should be noted that there are sports military units not only in our country. Analogs exist, for example, in Germany.

Russian Military Higher Educational Institutions – Reverse Reform

1In higher educational institutions, and the presidential and Suvorov military schools, cadet corps of the Ministry of Defence a new educational year has begun. It is unusual because with the arrival of the new Defence Minister Sergei Shoigu serious changes took place again.

2During the recent reforms only 10 of more than 50 military schools were remained.

It is not surprising, that the beginning of this educational year was preceded by extensive preparatory work. It was necessary to analyze what has been done in the system of military education in recent years. To save the positive changes, justified in the practice of military training, and, where necessary, to make adjustments.

Let us consider what has changed and in what directions the “reverse ” reform of the system of military education was conducted.

The first direction – the formation of an effective management system of military education. As a result, now three-level system of governance is introduced.

In order to improve the efficiency of higher education institutions and gain hands-on training of students and cadets from 1 March 2013 educational institutions were re-subordinated to the Deputy Minister of Defence, heads of squadrons of the Armed Forces of the Russian Federation.

4The second direction – improving the quality of the educational process. For this the training of officers with higher military operational and strategic and military operational and tactical training will be conducted in accordance with a two-year program. In the military academies the period of study is also two years and at a military academy – five years.

new federal state educational standards of higher education in 12 fields of study are developed  by the higher military educational institutions are and approved by the Russian Ministry of Education.

The formation of the Air Force Academy in Voronezh is completed.

In order to improve the quality of training of cadets and to promote military education all-Army competitions in mathematics, computer science, foreign language and military history were organized. For the first time students of the leading civilian universities took part in them.

3The third direction – bringing the network and the capacity of military educational institutions in accordance with the parameters of personnel order. Russian Defence Minister Sergei Shoigu approved a new promising network of military educational institutions. It consists of 17 educational institutions: 13 military academies, two military universities, two military schools, as well as 14 branches.

The fourth direction – saving honorary titles and state awards of higher military educational institutions and their affiliates.

1The fifth direction – improving the structure of the higher military educational institutions. On March, 30 2013 Minister of Defence approved the standard structure of a military educational institution, according to which the previously liquidated divisions and individual posts were restored .

The sixth direction – the legal regulation of the system of military education. For the first time federal legislation reflects features of the professional educational programs and activities of educational institutions, training the staff in the interests of national defense and security, law and order.

Under the federal law the Russian Defense Ministry has the authority to establish the characteristics of the educational, methodical and scientific activity of higher military educational institutions.

“The team will be formed in Voronezh before the end of 2016. The relevant decision is taken by the Ministry of Defence”, said the commander.

1“This devision is numbered 345 in honor of the legendary 345- Bagram parachute regiment”, said Shamanov, as quoted by ITAR -TASS.

Like other units of our troops , without taking into account the 31th Brigade of Ulyanovsk , 80% of 345 Air Assault Brigade will be staffed by contract soldiers and 20% ( support units ) – by conscripts”, he informed . It is early to speak on brigade staff: it is still specified by us and the General Staff, but even judging only by the name of the unit, we can say that in addition to other combat units it will include at least two assault combat battalions”.

The Airborne Forces Commander added that the reassignment of three separate assault brigades of the Army will happen in the near future.

OLYMPUS DIGITAL CAMERAThree air assault brigades of the Army will be reassigned to our troops and will be included in their effective combat strength in the near future , this matter is agreed upon at all levels, the necessary documents are prepared , we are now waiting for the decree of the President of the Russian Federation”, said the Commander .

“It’s about teams , stationed in Ussuriysk , Ulan -Ude (Eastern Military District) and Kamyshin (Southern Military District) “, said Shaman.

1He explained the feasibility of these arrangements by the need to “keep under a single management all airborne and air assault units which as a mobile reserve of the High Command and the basis of rapid reaction forces would operate under a single operational plan in the interests of the national defense”.

“Naturally, with the transferring of these three teams from the Army we will solve all the problems of their training, recruitment, all-out support and tactical employment according to our plans”, added the Commander.

In June Shamanov told that the combat power of the Navy will be increased due to the formation of air assault and airborne regiments, new units will be formed until 2020.

On May, 30 Shamanov spoke on “Prospects of the Navy” at the board meeting of the Defense Ministry. After that, he told reporters that the Navy command considers it necessary to have units of the army aviation , unmanned aerial vehicles and aircraft An-2 in the units of “winged infantry”.

New Army Combat Uniform should be Made of Russian Materials

1On October 1, 2013 in the capital of Russia an exhibition -seminar, focused on the Russian military uniform (summer and winter), took place. The event was held at Rosoboronzakaz. The seminar was attended by representatives of the Russian Union of Entrepreneurs of Textile and Light Industry, Trade Ministry, the federal agencies involved in procurement for the state defense order, and other professional associations, as well as the heads of light and textile industry plants.

The exhibition – seminar presented promising models of uniforms for employees of Russian law enforcement agencies employees.

1During the exhibition the deputy director of “Rosoboronzakaz” Alexander Dombrovsky said that the clothes and shoes for servicemen of the Russian Army should be made from materials of Russian and Belarusian producers in accordance with the requirements of the Government of the country. Alexander Dombrovsky explained that, currently materials and components of foreign production are used in the production of Russian Army uniform, but the situation, according to him, will be changed soon.

1Special attention Alexander Dombrovsky paid to the fact that according to the results of the workshop Rosoboronzakaz will develop a proposal to the Military-Industrial Commission of the country. According to officials, it is necessary to switch to a new quality of our products, increase the efficiency of the state defense order. “These steps will allow the Russian military to carry out the tasks that are defined by their purpose”, concluded the official.

The Russian army should switch completely to the new combat uniform during the next 3 years. Until the end of this year, Russia’s armed forces must get 100,000 sets of new uniform. In 2014, the troops will be supplied by another 400 thousand sets of uniform, and in 2015 – by 500 thousand sets.

1New uniform for the Russian Army, which is known by the acronym VKBO – season set of basic outfit – was presented to journalists and the public on August 22, 2013 in St. Petersburg, earlier the uniform has already been put into mass production. The production of a new uniform for the Russian army is fulfilled by “BTK Group”, which factories are located in the Leningrad region. Currently, these factories are completely focused on quality and timely delivery of uniforms for the Russian Ministry of Defense.

1During the presentation of VKBO the main focus was on usability of the uniform with a plurality of layers (8 layers). The all-season set includes 23 basic uniform items which one can freely modify and vary depending on climate zone, in which a military unit is located.

The new uniform is differs by a lot of “cosmetic” innovations. For example, the shoulder straps will again be located on the shoulders and shoulder marks and stars will eventually be replaced with embroidered ones. In addition, this set will be returned by the soldier after his discharge from the army, and will be used by new recruits. It is assumed that one VKBO set service life is 3 years.

Russian Arms Expo-2013: Exhibits and Statements

1The main event of last month was the international exhibition of arms and military equipment, Russian Arms Expo-2013. A whole range of unique, Russian-manufactured vehicles was presented at the arms, military equipment and ammunition exhibition, Russia Arms Expo 2013, which took place on September 25–28 in Nizhny Tagil. The level of international interest in the exhibition illustrates the fact that RAE-2013 was visited by the delegations of fifty foreign countries.

1An interesting feature of this exhibition was a large number of previews: the producers of military equipment began to talk about their new products a few days before the event. Thus the information about one of the most interesting exhibits was closed to the public until the opening of the exhition.

A few days before the opening of the exhibition a photograph of some wheeled armored vehicle with gun armament appeared on the Internet. As it turned out, the Russian company “Uralvagonzavod” and “Burevestnik” in cooperation with the French companies Renault Trucks Defense and Nexter Systems are developing a promising wheeled infantry fighting vehicle of a heavy class.

1The BMPT-72—a new version of the tank support fighting vehicle based on the world-famous T-72 tank — was shown for the first time at RAE 2013. The vehicle has devastating firepower and is capable not only of protecting tanks from personnel armed with grenade launchers in urban warfare conditions, but also of operating independently as part of motorized infantry units.

The Terminator 2 will be of particular interest to countries operating the old but still very reliable T-72 tank: The new systems will enable them to turn their army into a super-modern fighting force rapidly and at minimal expense, essentially without having to acquire new vehicles.

???????????????????????????????The ATOM concept project was one of the main sensations at RAE 2013. The ATOM is a heavy-wheeled infantry fighting vehicle that has been created through the joint efforts of French and Russian specialists.

The four-axle, 30-ton vehicle is armed with a 57mm cannon, which enables it to destroy targets by day or night and while stationary or on the move. The weapon has a 3-mile range and can fire at 140 rounds per minute. According to the manufacturers, the level of protection can be adjusted, either to strengthen it or to reduce it, with a corresponding increase in firepower.

1The Soviet Union used to produce the PT-76 amphibious tank, which was sold widely around the world. At that time, no one else in the world produced amphibious tanks. Now, the PT-76 is completely out of date and the 2S25 Sprut can be regarded as a new generation of Russian amphibious tanks.

1Arena-E is a system specially designed for export. Russia is the first to develop this kind of protection, which is guaranteed to destroy hollow-charge grenades and guided missiles as they approach the tank.

The new Arena-E has a completely new look: The protection system is on the sides of the turret, not on top of it, as was previously the case. Representatives of the Kolomna Engineering Design Office, where this system was developed, say that it is the best in the world today, in terms of performance.

RAE-2013 exhibition has become a venue for a variety of announcements. Deputy Prime Minister Dmitry Rogozin told about the actions of the state, aimed at optimizing the economic processes in the defense industry.

1Russian Arms Expo-2013 was divided into two parts. One of them was opened for visitors, and the second one was only available for experts and officials with special permission. In the closed part of the exhibition a number of new developments were shown.

Autumn Military Conscription Begins

1A press conference devoted to the beginning of autumn military conscription, in which more than 150,000 people will be sent to the army, held in the Russian Defence Ministry on Monday. “The Presidential Decree defined the norm – 150 330 people ,” – said the deputy head of the Main Organization and Mobilization Directorate of the General Staff of the Russian Armed Forces, Major General Eugene Burdinskiy .

1According to him, 23% of the total number of recruits (35,000 people) are professionals, trained in educational institutions of Voluntary Association for Assistance to Army, Aviation and Fleet (DOSAAF). Young people from the flood-affected families in the Far East will not be drafted into the army.

Burdinskiy noted that the rate of recruitment will be fully implemented even taking into account the disaster.

A Year of Service

1Burdinskiy recalled that since 2008, the term of military service amounts to 12 months. “It does not impact on the quality of training of young soldiers – said the general. – We select professionals at DOSAAF institutions, as well as in other institutions. At the first stage they go through basic training and teamwork training at platoons and squadrons.” Moreover our conscripts are trained for six months at training centers instead of three months as before,” – he added.

He added that the army was able to release solders from work on housekeeping needs and to devote time to professional training.

Rights of Conscripts

1The representatives of Main Military Procuracy will accompany recruits at all stages of recruitment – from arriving at the draft board and till the arrival to the place of service. Recruits have special lectures, where they are explained the rights and responsibilities of a military man. Every young person is given special brochures with the information about the rights and responsibilities of recruits.

Wishes Concerning Duty Area will be Considered

1The General Staff said that the wishes of the recruits concerning duty area will be considered. According Burdinskiy the relevant recommendations have been sent to all military enlistment offices. A draftee will have more opportunities to choose a place of service if he attends the military enlistment office at the beginning of the recruiting campaign or receive advance complex military specialties.

“A particular advantage in this case have married people, those who have elderly parents or are bringing up young children,” said Burdinskiy .

Specialised Squadrons

1The formation of cyber and sport troops continues in the ranks of the Armed Forces. ” Two cyber troops have already been operating successfully. We plan to create two more – this trend will be developed,” said Burdinskiy. One of the new troops will be located in St. Petersburg and the other – in Krasnogorsk (Moscow region). During the autumn conscription campaign up to 60 people are planned to draft to cyber troops.

Conscripts will be able to Take their Dogs for the Service

2Dogs with specialized skills can do military service with their owners-conscripts.

“If a recruit with the dog took special courses and have certain skills, such specialists are in demand in the armed forces – said Burdinskiy . – We draw attention to the requests of recruits to go a military service with his pet. They can be recruited not only to the army, but also in the Interior Ministry troops, which has kennels for dogs . “
