Russian Army to Use New Field Service Uniform

1Russia’s Defense Ministry reported that its units had started getting new all-season basic uniform.

2First of all, the uniform is being delivered to military units deployed in West Siberia, the Ural region and the Arctic Circle, the ministry said.

“Eight formations and military units of the Central Federal District deployed in the Novosibirsk and Sverdlovsk regions are now wearing a new uniform,” Deputy Defense Minister, Army General Dmitry Bulgakov said.

3Modern fabrics and high technology have been used to work out new generation uniforms. “We want to make the uniform effective in any weather conditions. We took into account the different training level of servicemen and contract soldiers,” the deputy minister said.

“Today we have an energy-effective uniform, which possesses of exclusive protective particularities and assure comfort of servicemen in any weather conditions,” he said.

1 polosaAny uniform has 19 articles and includes the summer uniform due to be used when the temperature is more than plus 15 degrees Celsius and the uniform, which withstands the temperature of minus 40 degrees Celsius. All articles of the uniform are made by domestic manufacturers in Russia in strict compliance with the Defense Ministry’s technical conditions.

2Protective features of the uniform remain intact despite the humidity of air, the snow and the rain. The multilevel principle makes it possible to combine different articles of the uniform depending on the weather and the tasks that servicemen carry out.

Training seminars will take place in military units and formations. Special brochures will be prepared for officers, servicemen and contract soldiers to demonstrate them possible blocking of clothing. “The main purpose is to demonstrate the particularities of clothing articles depending on weather conditions and the level of physical activity,” Bulgakov said.

1Unlike the previous uniform of 2010 it is expected that soldiers will wear it not for a year, but for three. Before dismissal soldiers have to return the uniform. It will be handled with the dry cleaners and then, if necessary, be given to a new owner.

BTK Group is a designer and producer of a new uniform. “The 100,000 dress clothing systems have been supplied to the Russian Defense Ministry this year. Clothing is made in strict compliance with the ministry’s technical conditions,” the company’s press service said.

BTK Group is Russia’s holding of light industry that is specialized with producing, making and realizing high tech clothing. The company produces the uniform for Aeroflot Russian Airlines, Rossiya Airlines, Russian Railways, Gazprom Gas Distribution and others. The Russian government instructed the company to be the unique clothing supplier for the Armed Forces.


Russian Army to Hold More than 3,500 Drills in 2014

1On December 2 a new training year began in the Russian army. It envisages combat training according to new methods which provide increased intensity of fire training. One of the main directions will also be interspecific military training, designed to develop the skills of interaction between different units and formations of the Army, Air Force and Navy.

3According to the Russian Defence Ministry, the introduction of promising forms of training using modern computer technology, as well as a new generation of simulators in the combat training of the Armed Forces will greatly reduce the duration of not only training, but also the financial costs, while increasing the quality of personnel training.

2Modern approaches to the organization of training involve not only the introduction of new firing exercises, mastering the most advanced teaching methods, but also 5 times increase of munitions expenditure. In this regard, advanced models of training equipment with radio-controlled targets are introduced.

This innovation will automate the process of exercises organizing and conducting. Young recruits will also have to master advanced training methods, including the use of laser weapons simulators, electronic means of results analysis and exercises control.

2In 2014 Russia to host first World Championship “Tank Biathlon” and a number of all-army and international competitions. This will allow the best military specialists to exchange experiences and improve the quality of training.

2014 training year will be a year of large-scale introduction of innovations and further development and improving of Armed Forces training process.

1In 2013 more than 400 exercises and interspecific joint orientations were held. The most significant event of interspecific training of the Armed Forces was the joint Belarusian-Russian strategic drills “Zapad-2013”.

At the same time 2013 training year was characterized by a significant change in approach to the troops training, the main feature of which became unannounced inspections of units and formations readiness under the control of the Supreme Commander of the Armed Forces of the Russian Federation, Minister of Defence, chief of General Staff and first Deputy Minister of Defence.

The checks allowed to objectively evaluate the readiness of the troops (forces) and their ability to function as intended . This practice will be continued in 2014.

Outsourcing Army Kitchens Canceled

1Defence Minister Sergei Shoigu canceled outsourcing method at Army kitchens. Beginning from the new year soldiers will be feed by staff cooks, however the food supply will be engaged by the military units themselves. The press service of the Defence Ministry informed about it. There are no commercial firms with the necessary equipment for cooking at testing areas, military men have still to purchase food during drills.

PICT0028The Ministry did not renew agreements with contractors for 2014 and beginning from January military cooks will prepare meals during trainings. Now civilians firms will work only with stationary canteens of cantonments and garrisons, where they will organize “buffets” for fighters.

DSC02082In this case, unlike stationary canteens, perishables will not be used at testing areas. Instead of fresh meat they will cook using stew and canned products will replace fruit, vegetables and salads.

“Perishables are very difficult to store under field conditions. To eliminate the risk of intestinal disorders and poisoning it was decided to abandon them. The quantitative norm is fully preserved,” said the press service officer Vladimir Drobyshevskiy who is in charge of army logistics.

Ministry of Defence will update equipment and utensils which costs almost 1 billion rubles. New kitchen trailers, mobile breadmakers, vans for food transportation, as well as more than 40 million units of disposable tableware will be procured.

???????????????????????????????The Defence Ministry claimed that during the reform years soldiers do not forgot how to cook edible food. “The equipment has not disappeared anywhere, everything is in good condition. Cooking courses are also preserved as well as cooking technology in the field conditions. So there are no problems for returning to independent feeding of soldiers”, assured Vladimir Drobyshevskiy.

2He added that the new kitchen trailers and vans for food transportation which will be purchased in 2014 are only the beginning of a large-scale rearmament of the army cooking appliances in combat conditions. Until 2020 it is planned to upgrade 70 % of the equipment of mobile canteens. Now the Russian army operates about 10 thousand field kitchens.

PICT0106Executive secretary of the Russian Union of Committees of Soldiers ‘ Mothers Valentina Melnikova is sure that field kitchens should be serviced only by contractors, otherwise mess duty will reappear in the Army, and recruits will be forced to wash boilers.

“What the outsourcing was introduced for? To rid the soldiers of functions not related to the military service. Now if everything comes back as it was, the officers again will have a reason to blackmail soldiers with mess duty, injustice and conflicts will arise. Besides inexperienced fighters can get a bunch of injuries and who knows what they will cook. We stand for professionalism in the army – in everything, including food,” Melnikova said.

Russian Defence Sector Responding to Modern Threats

1The Russian Federation is responding to developing and current threats to its security and attempts by the West to shift the global strategic military balance in its favor, with US/NATO’s missile “defence” shield being cited as one of the key threats faced by Russia in maintaining a strategic balance and one for which against which measures are being taken. Attempts by the US/NATO to militarize the Arctic are also being addressed as well as attempts by US/NATO to tip the balance of the nuclear deterrence and project its “force” globally, in particular with regard to the Middle East.

2President Vladimir Putin, speaking to an expanded meeting of the Russian Ministry of Defence on Tuesday stated that plans by US/NATO to expand its missile defence plans in Europe have not stopped and continue unabated, hence Russia is forced to respond. Speaking of the continuation of US/NATO missile “defence” plans is clearly in response to statements by US/NATO that despite the supposed threat of Iran (the pretext for the ABM shield) being eliminated they will not change their plans for installing missiles in Europe.

3President Putin has publically stated and now confirmed what many have been saying for years regarding the ABM shield being installed in order to neutralize any response from Russia. The fact that with minor modifications the missiles making up the shield could be converted into first strike weapons were not touched upon by the president but given the context this is clear and is something he is no doubt aware of.

President Putin said that the West is attempting bring about a shift in the strategic balance.

4With regard to the massive modernization taking place in the Russian military and across the entire spectrum of the Russian armed forces President Putin underlined the fact that leading countries are actively modernizing their arsenals, investing heavily in the development of weapons including in are where new generation technologies are being used. He stated that Russia is no exception .

1Regarding exercises that have been held in 2013, President Putin said confirmed the reliability of Russia’s nuclear shield and he spoke highly of the increased combat capabilities of the aerospace defence forces, especially with regard to Russia’s own missile defence warning and interception systems.

President Putin made the connection between diplomatic efforts and military strength underling Russia’s staunch position in always seeking a diplomatic solution to conflicts. He noted in his speech that Russia has consistently advocated settlement of international and regional issues exclusively by diplomatic means, adding that the “factor of military deterrence” often plays a significant role.

It is important to recall that President Putin also recently disbanded the Kremlin working group which was seeking to find ways of cooperation with US/NATO on missile defence. Clearly surrounding Russian and oneself with US/NATO rockets is not something that the Kremlin is too keen on being a party to.

Russian Army Becomes More Professional

3At the beginning of December Sergey Shoygu declared that they were continuing to create modern professional army, and the Ministry of Defence would gradually reduce the number of the military personnel on an appeal and to increase number of soldiers and sergeants-contract employees. Today there are more than 215 thousand people. By 2017 has to be almost twice more – 425 thousand. And the detailed calculations carried out by the General Staff showed that need of Armed forces for contract employees of this category – 500 thousand people. The management of the Ministry of Defence also intends to reach this indicator by 2020. That is in 6 years our army will consist half of soldiers and sergeants-contract employees.

1We will add to them 225 thousand officers, 60 thousand ensigns and warrant officers, and as a result we will receive that the army to the specified term on 3/4 becomes professional (according to the Decree of the president in it one million positions of the military personnel).

5Russia’s Defense Ministry has proposed offering conscripts the choice of two years professional military service instead of the existing one year of mandatory service, a media report said Thursday, in a bid to increase the number of full-time soldiers.

The ministry has drafted the bill offering conscripts a choice between a year as conscripts or two as professional soldiers, Deputy Defense Minister Nikolai Pankov said, Kommersant business daily reported on Wednesday.

The new proposal, reportedly already submitted to the Cabinet, aims to help the army boost the ranks of contract soldiers in the next three years.

2Under existing legislation, Russian men aged between 18 and 27 are obliged to serve a year in the army, that is often criticized by the human rights groups for its allegedly harsh conditions and hazing.  A high proportion of those potentially eligible to be called up avoid service with legal or medical exemptions or draft-dodging.

Having completed their service, conscripts can choose to continue their military service as professional contract soldiers.

4The Russian Armed Forces are in the midst of a major reorganization and re-equipment program that includes a transition to an all-professional force structure. The government plans to boost the number of professional soldiers from the current 205,000 to 425,000 people by 2017.

However, the move to an all-professional force has been hamstrung by the reluctance of many young men to serve for low pay and poor conditions, and the diminishing number of young men available due to Russia’s demographic crisis.

Arctic Shooters to Appear in the Russian Army

Such weapon is capable not only to punch the armored personnel carrier at distance in 4 kilometers, but also to sustain 50 degrees of a frost. Also it is a minimum confirmed with tests. “The rifle very reliable, – speaks the teacher of chair of arms and military equipment of school Dmitry Sokolov. – It not automatic, after each shot it should be loaded. All energy of powder gases is used for bullet flight”.

4It is assumed that the Russian Army will receive at least two Arctic motorized infantry brigades. According to the previously published information, the first of them will be created in 2015. It is reported that Russian Arctic brigades will be located in 2Murmansk and Arkhangelsk. Originally it was stated that the first compound in the Russian army for action in the Arctic would be created on the basis of the 200th Motorized Rifle Brigade, which is based in Pechenga. It was planned to be created before the end of 2011 .

6However, the date have been changed, now it is planned until 2015. At this point, the Russian Arctic arrows should get a full range of prospective eqiupment, which can be used in challenging Arctic conditions.

In 2013 this technique was tested actively. Machinery to equip the Arctic crews, who will serve in the high latitudes, was tested at the Norwegian border near the village of Pechenga. According to the press service of the Ministry of Defense of Russia various research trials of new equipment having capacity of up to 4 tons are actively carried out in Pechenga. In particular, we are talking about cars GAZ- 3351 , DT- 3P and 3P TTM.
